At today’s Board of Supervisors meeting, we took a moment to honor and remember Lorraine H. Boyce, Escondido’s first female mayor (1974-1976), who passed away at the age of 98.
Born in Los Angeles in 1927, Lorraine moved to Escondido in 1954 and quickly became a pillar of the community. She served on the Escondido City Council from 1970 to 1978, dedicating herself to initiatives that shaped the city’s development, including the Escondido Community Child Development Center (ECCDC) and North County Transit.
Beyond local government, she played a significant role in regional efforts, serving on the Governor’s Commission for Early Childhood Education and SANDAG. Her compassionate leadership and commitment to children’s welfare and education left a lasting impact on Escondido.
Lorraine was widely respected for her dedication, integrity, and unwavering service to her community. She helped secure the city’s right to regulate billboards and remained engaged in civic affairs even after retiring.
Her passing is a tremendous loss, but her legacy will live on in the city she helped shape. Our heartfelt condolences go out to her family, friends, and the ECCDC community.
