In Memory of Walt Ekard: A Legacy of Leadership, Integrity, and Heart

Today, the San Diego County Board of Supervisors adjourned our meeting in honor of a man whose leadership helped shape the very foundation of our region—Walt Ekard.

Walt passed away on April 25, 2025, after a courageous battle with cancer. He was more than a public servant—he was a force for good, a steady hand in turbulent times, and a mentor whose influence can still be felt in every corner of San Diego County.

Whether you knew him personally or not, every San Diegan has benefited from Walt’s decades of principled public service. As Chief Administrative Officer from 1999 to 2012, Walt led the County through some of its most challenging times—economic downturns, natural disasters, and moments of uncertainty—with clarity, calm, and an unwavering commitment to fiscal responsibility. While other governments faltered, Walt held the line and kept this institution strong.

But Walt’s legacy wasn’t just about balanced budgets or operational efficiency—it was about people.

He mentored a generation of public servants, offering candid feedback, sincere encouragement, and the kind of thoughtful guidance that leaves a lasting mark. His impact lives on through the careers he launched, the leaders he helped shape, and the confidence he instilled in others.

Walt brought humanity into the halls of government. He had a sharp wit, a big heart, and yes—even singing talent. For those lucky enough to hear him belt out carols at the CAC Christmas party or steal the show at the Taxpayer’s Association Awards, you know exactly what we mean. He brought joy, humility, and warmth into rooms that often needed it most.

His fingerprints are everywhere—from the policies he helped craft to the institutions he strengthened. Even after his retirement from the County, he continued to serve—bringing his expertise to the City of San Diego as Chief Operating Officer, and teaching public administration at San Diego State University, where he inspired future generations to lead with integrity.

Personally, I’ll never forget one of my first meetings after being elected. I sat down with Walt and asked, “What should I do?” Without hesitation, he said, “Focus on the few things where you can really make a difference—then pursue them with passion and purpose.” That advice has stuck with me every day since.

Today, we honor Walt not just as a leader, but as a devoted husband, father, and grandfather. To his wife Pam, his daughters Brittany, Megan, and Jessica, and to his six beloved grandchildren—Kaylee, Wesley, Reagan, Jacob, Addie, and Brooklyn—thank you for sharing him with all of us. His legacy lives on through you.

Walt Ekard lived and led with integrity, vision, and heart. May his memory be a blessing—and may we strive to follow his example: lead with purpose, laugh when you can, and lift others along the way.
